Dublin City Council opens bidding for 647 homes at five new housing developments

Dublin City Council has launched procurement competition for 647 homes as part of their Home Building Programme, which ultimately aims to deliver 4,000 social and affordable homes

Dublin City Council has officially launched a procurement competition to bring forward five new housing developments, marking the start of an ambitious plan to deliver 4,000 homes.

Following a successful market engagement process, the procurement competition for the first call-off under the council’s Home Building Programme has been launched. Lord Mayor Cllr Daryl Barron described this as a significant step forward in tackling “the housing challenge at scale,” with this call consisting of 647 homes.

The programme aims to deliver social and affordable homes across the city on council-owned land and contributes to the government’s national Delivering Homes, Building Communities. “By unlocking the potential of council-owned land, we are not only accelerating the delivery of much-needed homes, but also supporting the development of strong, sustainable communities,” Lord Mayor Barron said.

“This programme reflects our clear ambition to ensure that Dublin remains a city where people can live, work, and thrive in the neighbourhoods they know and value.”

The first call-off will bring forward five developments to the market. This covers a mix of sites across the city, including brownfield and greenfield sites, former depot lands, and key regeneration areas.

Early enabling works are already underway on two of the sites, with construction on all five sites expected to get underway early in 2027. The programme is supported by funding from the Department of Housing, Local Government and Heritage.

Cllr Deirdre Heney, Chairperson of Housing and Social Inclusion (SPC) Strategic Policy Committee said: “This launch represents a key milestone in translating the ambitions of the Home Building Programme into tangible delivery for communities across the city. Following strong market engagement, Dublin City Council is now inviting housing contractors to participate in the competition, supporting the delivery of high-quality social and affordable homes at scale."
