An independent councillor says that Kenmare could 'miss the boat' if water issues affecting new houses aren't solved.
Cllr Johnny Healy-Rae says that some people have no choice but to the leave the town due to the lack of available housing.
64 new homes cannot be occupied until Uisce Éireann upgrades water capacity, and planning permission has been granted for a further 85 units but construction cannot begin until the scheme is connected to the town's water supply.
Councillor Healy-Rae says that Kenmare has less water today than it had 20 years ago.
