That's according to John Adams, Manager of Kenmare Further Education and Training Centre.

His comment comes after a group of Fianna Fáil TDs have said that penalties for parents need to be considered as a way to reduce anti-social behaviour by young people.

The debate was prompted by the deaths of five teenage boys who were in a car that was driven on the wrong side of the M9 motorway on August 16th. The occupants of the other car - three women and a child, members of the one family - were seriously injured; two critically.

The teenagers were known to gardaí and the child welfare agency Tusla.

John Adams believes that education is crucial for preventing negative behaviour.
